Council to Decide on CPZ in Portobello and Joppa

The Traffic Regulation Orders Sub-Committee will meet on Tuesday,

16 December at 10:00 am in the Dean of Guild Court Room, Edinburgh City Chambers, to make a decision on the proposed Controlled Parking Zone (CPZ) for Portobello and Joppa.

Members of the public are welcome to attend.

Our Campaign

We are a community united to stop the introduction of a Controlled Parking Zone (CPZ) in Portobello and Joppa. Proposed by the City of Edinburgh Council, these parking restrictions threaten the rights of residents and the viability of local businesses.

Our campaign is focused on:

  • Protecting residents’ rights: Ensuring people can park near their homes without costly or restrictive permits.

  • Supporting local businesses: Preventing rules that could reduce visitors and harm shops, cafés, and services.

  • Safeguarding community life: Keeping our neighbourhood accessible, welcoming, and thriving for everyone.

  • Ensuring fair decisions: Encouraging the Council to listen to local voices and reject proposals that don’t reflect the community’s needs.

The CPZ proposals are far from benefiting the residents and local businesses. The scheme fails to address existing parking challenges and instead imposes additional costs without any guarantee of a parking space for those paying for permits. The Council is not considering the needs of our community.

The surveys were conducted during major roadworks and the height of the tourist season, when Portobello’s popularity as a seaside destination creates unusual, short-term parking pressure. Basing permanent changes on data gathered in such distorted conditions is not only methodologically flawed, it’s legally questionable.

PEDAL has successfully operated a monthly market for 15 years but we are greatly concerned that introducing parking charges for our traders will make it unviable for them to attend. We have just lost the regular bread baker due to the challenging trading conditions and charging for parking could be the last straw for many.
